Sex Offender Management Board

The Sex Offender Management Board (SOMB) is established under the Illinois Compiled Statutes. It is established by Chapter 20 Illinois Compiled Statues 4026/15 and is composed of twenty-two persons.

The function of the Board is to standardize the evaluation, treatment and management of sex offenders at each stage of the criminal, juvenile justice, or mental health systems, so that those offenders will curtail recidivistic behaviors and the protection of victims and potential victims will be enhanced. The Board provides education and training to parole, probation, law enforcement, treatment providers, and others involved in the management of sex offenders.

To provide information and resources necessary for the effective management of juvenile and adult sex offender in an effort to enhance public safety.

Goals

  • Maintain practice standards for the evaluation and management of sex offenders to be implemented with offenders in the custody of or under the supervision of probation, Department of Corrections, Department of Juvenile Justice, or Department of Human Services.
  • Periodically review and modify, as necessary, the standardized procedures based on best practices.
  • Provide education and training annually to promote the utilization of best practices for the effective management of sex offenders.
  • Provide a minimum of two trainings annually to parole, probation, law enforcement, victim’s advocates, treatment providers, and other involved in the management of sex offenders on best practices for the evaluation, treatment and supervision of sex offenders.

About the SOMB

Since January 1, 2004, all felony sex offenders considered for probation must undergo evaluation by licensed professionals.

As of January 1, 2014, that evaluation and subsequent treatment must be carried out by licensed evaluators or treatment providers, and expenses are borne by the offender based on ability to pay.

Treatment ordered as part of sentencing, parole, or supervised release must follow the recommendations of those evaluations.

This act established mandatory standard and qualifications for those providing sex offender evaluations and treatment in Illinois.

Standards for evaluations, treatment, provider qualifications, methodologies specific for adult sex offender evaluation and treatment. (Authorized by the Sex Offender Management Act (20 ILCS 4026/15) and related statutes – became effective in its current form on January 1, 2017).

Sex Offender Treatment and Evaluation Providers

Submission of Sex Offender Registration Fees to the Board

The registering sex offender shall pay a $100 initial registration fee and a $100 annual renewal fee. The fee will be disseminated in the following ways: $35 of the initial registration fee and $35 of the annual renewal fee shall be used by the registering agency for official purposes, $5 of the initial registration fee and $5 of the annual fee shall be deposited into the Sex Offender Management Board Fund under Section 19 of the Sex Offender Management Board Act, fund #527, $30 of the initial registration fee and $30 of the annual renewal fee shall be deposited into the Sex Offender Registration Fund and shall be used by the Department of State Police to maintain and update the Illinois State Police Sex Offender Registry, $30 of the initial registration fee and $30 of the annual renewal fee shall be deposited into the Attorney General Sex Offender Awareness, Training, and Education Fund.

To submit sex offender registration funds to the SOMB, you must complete the Registering Agency Remittance Form. Make check payable to Treasurer of the State of Illinois.
