In March 2024, Governor JB Pritzker and the Illinois Department of Corrections (IDOC) announced plans to dedicate capital funds to rebuild two new, modern correctional facilities with gender-responsive designs, given critical infrastructure needs at Logan and Stateville Correctional Centers. Governor Pritzker's proposed FY25 capital budget included $900 million in new funds to build a new men’s facility and a new women’s facility.

In 2025, IDOC and CDB announced the selection of the Vanir/Milhouse Joint Venture team as the Construction Management & Owner’s Advisor for ‘RISE IDOC: Rehabilitation and Restoration Inside Safe Environments’. Vanir Construction Management, Inc., a national leader in corrections and public infrastructure projects, and Milhouse Engineering & Construction, Inc., a Chicago-based engineering and construction services firm with extensive experience, will collaborate with IDOC and CDB on these transformative correctional facilities.

IDOC and CDB recently announced Crest Hill, IL as the location of the two RISE IDOC facilities. On or after July 24, 2026, CDB will publish a Request for Qualifications seeking proposals for a Progressive Design Builder Entity (PDBE) team to design and build the new facilities. Notice of the upcoming Professional Services Bulletin has been issued to allow interested vendors the opportunity to pre-qualify with CDB.

A PDBE is a team of construction and design professionals who form a single entity which will be responsible for both the design and construction of this project. The PDBE will be an integral part of RISE IDOC with its own expertise, skills, and knowledge that will support the overall project schedule.
