Operations Division

Angela Locke | Chief of Operations

Angela Locke was named Chief of Operations at the Illinois Department of Corrections in December 2025. Before this appointment, Locke was the Deputy Director of Region 2, overseeing the operations of the region's adult correctional centers, adult transition centers, and the Reception and Classification Center.

In January 1999, Locke joined IDOC as a Correctional Officer Trainee. Since then, she has risen through the ranks as a Correctional Officer, Lieutenant, Shift Supervisor, and Warden. Her firm yet supportive leadership style positively challenges her staff to perform to the best of their abilities. She has served on several teams, including the Statewide Overtime Review/Security Team. In this role, Locke provided sound recommendations and solutions that reduced overtime, developed plans to improve staff efficiency, and served as an advisor to all facilities. While being detailed to this team, she gained invaluable knowledge and experience in staffing, budgeting, and roster management as they relate to diverse facilities and multi-level populations.

Before her tenure with IDOC, Locke served as a Staff Sergeant with the Illinois Air National Guard – 183rd Fighter Wing, and was Crew Chief during the armament of F-16 fighter aircraft.
