Office of Labor Relations

Scope of Responsibilities

Establishing and maintaining consistent and uniform labor relations' policies within the Illinois Department of Corrections is the goal of the Labor Relations Office. The Labor Relations Office strives to ensure that management practices throughout the department are in accordance with the collective bargaining agreements, the state personnel code, applicable law and department rules and directives.  Daily technical assistance is provided to managers on contract interpretation, local grievance hearings, case preparation, employee discipline and other matters that relate to labor relations. Statewide labor and management meetings are conducted with union representatives. In addition, all disciplinary actions are reviewed to ensure the discipline is issued for just cause. Labor Relations staff is involved in all aspects of the employee discipline and grievance process from advising facility supervisors of appropriate discipline to testifying at arbitrations and Civil Service Commission hearings when needed.
