Kim Smith | Deputy Director of Project Development

Kimberly Smith was appointed Deputy Director of Project Development at the Illinois Department of Corrections in June 2025. In this role, she serves as the principal administrator responsible for managing and developing statewide projects that impact Operations and the Department.

With a 40-year career in criminal justice, she joined the Illinois Department of Corrections in 2010 as Assistant Warden of Programs at Decatur Correctional Center. While there, she assisted in numerous facility-based and statewide programs, including development of the Assistant Warden of Programs manual.  She served there until 2015, when she was appointed Warden at Taylorville Correctional Center, where she continued to develop programs such as the Pallative Care and Hospice program for all facilities and the Unit Management pilot program.  Additionally, she was a member of the external team for the Administrative Directive Standards.

In 2019, she was promoted to Deputy Director of Operations for Region 3. She served in the statewide command post during IDOC's COVID-19 response, ensuring safety for staff and individuals in custody. She also served as a specialized instructor with the training academy, training new wardens, assistant wardens, and shift supervisors, led IDOC's statewide Rapid Results initiative, and is the co-chair of the statewide Transgender Administrative Committee.
